Veterans in Essex County
Considered the birthplace of the National Guard, Essex County has a long history of patriotism and pro-military attitudes.
Essex County has the third largest veteran population of the 14 counties in Massachusetts. Over 40,000 former members of the military make their primary residence in the county. Because Essex County functions only as a historical, geographic region, thus has no county government. In 1999, state agencies assumed the operations of the original county government. Although the county still holds specific elections in regards to certain positions IE sheriff. Communities are granted the right to establish their own regional service providers and coordinate services with each other. Because of this, many cities in the county have specific departments that would otherwise be administered by the county.
Many cities have their own Department of Veterans Services. Salem, Lawrence, and Lynn, for example, all maintain relatively large Veteran Service Offices. These agencies function to ensure veterans are aware of all the benefits and entitlements in which they are granted by both the federal and state government.
Because of the large number of County residents with prior military service time, multiple VA healthcare facilities are located throughout Essex County.
The Haverhill Community Based Outpatient Clinic provides local veterans with primary care, mental health service, and lab work. The clinic has a physician, two nurse practitioners, a registered nurse, a licensed practical nurse and a patient service assistant on staff.
The Gloucester Community Based Outpatient Clinic and the Lynn Community Based Outpatient Clinic both operate as a satellite facility for the Edith Nourse Veterans Hospital in Middlesex County. Both facilities offer primary care, mental health services, and lab work. Each clinic was initially established to reduce operating costs of the state’s VA health care system by reducing travel time, thus reducing the need for inpatient services under some circumstances. By expanding the continuum of clinical services, patients can access care in a more cost-effective setting.
Disabled veteran property owners living in Essex County qualify for a property tax exemption under numerous circumstances. Veterans with a service-connected disability that has caused a rating of ten percent qualify for an exemption of $400. Veterans who have lost the use of one hand, foot, or eye are entitled to an exemption of $750. The amount of the exemption increases to $1,250 if the veteran is blind or has lost the use of both hands or feet. Veterans suffering from total disability may receive an exemption of $1,000.
