Named after the town of Dover England, the state capital and second largest city in Delaware, Dover was established in 1683. The primary purpose of Dover was to act as a “court town” for the recently created Kent County. Home to a large Quaker population, the local government of Dover was a staunch opponent of the institution of slavery., In the proximity to Maryland a slave state, Dover functioned as an important terminal for the underground railroad.
