Washoe County is the second most populated area in Nevada, largely due to the county seat of Reno. One of the few metropolitan areas in the state, the last census accounted for approximately 410,000 people situated within the relatively small county which borders 13 other counties. There is no maximum amount set by the VA that eligible veterans may borrow with zero down when using a VA guaranteed loan. But there the VA does limit the maximum amount they’ll guarantee to $417,000 for 2013. While there is a set number, that number can vary by counties, as different counties in different states around the country have much higher home prices, so the VA had to adjust for comparable market values.

You calculate the guaranty amount for loans over $144,000 by taking 25 percent of the VA limit shown by county. If a veteran has full eligibility entitlement, he or she can borrow up to the VA County limits, and the VA will guarantee 25 percent of that loan amount.

If a specific county is not shown on the VA county loan limit list, than the current year limit is $417,000. This amount is much higher than you can get with most conventional home loans.

Why go with a VA loan? First, you get a mortgage that has a competitive interest rate. Your lender is protected against loss from default up to the amount that’s protected, and you have the flexibility to purchase a terrific home. And while there are certain funding fees you’ll have to pay, you don’t have to worry about financing your down payment on a VA loan.

Credit Score Requirements

The US Department of Veteran Affairs has not established a minimum credit score to obtain VA home loan approval. Each investor/funder will create their own overlay as an underwriting requirement. This is subjective and will vary greatly between each investor. The presence of collections, judgments and other unpaid debt will not necessarily result in an automatic denial. Most investors will want to see an acceptable explanation for any late payments in the 12 months preceding the loan application.

11 Tips For Your DOD Move

11 dod moving tips for home buyersWhen it comes to setting up your move, planning ahead can save you much stress. After your VA loan is approved, and fair weather is on the horizon, the next step is preparing your move.

More families consider summer the ideal, least disruptive time to move.  In fact, over 225,000 Coast Guard and DOD household moves (shipments) occur during the summer months alone. During the summer months over half of all DOD and military moves occur.

The height of the summer moving season happens as both military and private sector civilian families attempt to take advantage of the long holiday weekends that Memorial and Independence Day provide.

Because of the extra time off, the busiest part of the peak moving season begins at the end of June and continues into the weekend after the Fourth of July.

According to DOD officials, the bulk of residential moves happens during the summer break. As military household shipments compete with civilian household shipments, a backlog is created for both officials and mover / carriers.

Service members who to move around these dates may run into some obstacles when trying to guarantee specific dates. These roadblocks however, can be mitigated by booking moving dates early. This alone is key to avoiding the rush.

According to John Johnson branch chief of the personal property directorate quality assurance division of the Army’s Military Surface Deployment and Distribution Command, “careful planning is vital to ensuring a smooth move, especially during the busiest season.” The directorate, manages the personal property program for the Defense Department.

If you are scheduled for a move as a result of a PCS , military retirement, or civilian DOD transfer, these tips from the VA Home Loan Centers and DOD can help make the process a little less stressfull.

1. Book your move as early as you can.  Try to remain as flexible with your dates as you can.

2. If you are unable to obtain the dates you want, consider a do-it-yourself move (also known as a personally procured move). Among the advantages with a personally procured move is that the risk of shipment loss is lessened as well as the flexibility to move when it is most convenient to you.  If you are employed by the DOD or are active duty, you can usually be reimbursed for the cost of a personally procured move.

3. Use the DOD weight estimator to determine the weight of your items. Be sure to stay within the guidelines of the weight allowance for your rank or civilian pay grade.

4. Minimize any excess weight to avoid overweight penalties. A great way to do this is to donate any unwanted goods and items to charity. AMVETS, Salvation Army, and Goodwill will not only pick up the items so you don’t have to move them, they can give you a tax deduction for your donation.

5. Create a “moving calendar” and include important phone numbers and packing milestones. Plan the packing of each room by date. Rooms that are the least used (guest bedrooms and guest bathrooms for example) should be packed first.

6. Track your moving calendar progression. If you find yourself behind schedule, adjust the schedule to get back on the timeline.

7. Try to limit each box at a maximum weight of 35 pounds. Boxes that are less heavy are less likely to shift during the move and can prevent injury. A bathroom scale is a convenient way to keep track of the weight of each box.

8. Take a picture of your stereo and computer cables and speaker wiring. An added precautionary step is to “label the cable.” If at all possible, print a copy of the wiring picture and place it in the box with the stereo or computer.

9. Double box your fragile items. Pack the fragile items in a box with packing filler. Place the packed boxes in a larger box and surround those boxes with additional filler.

10. Visit your local personal property shipping office,installation transportation office,  or the DPS (Defense Personal Property System) before you begin the moving plan. These are invaluable resources that can help provide further tips and assistance with your move.

11. Once your move is complete, be sure to fill out a scorecard. DOD carriers and moving companies are awarded future business based largely on the results of their survey scores.

An orderly move can be a stress-less move. These tips can help avoid a lot of the headaches caused by inadequate planning.

The following guide can help expedite processing and approval for a Common Interest Community, Condominium and Planed Unit Development that is not currently approved for the VA loan guarantee.

Check For Existing VA Approval

Often subdivisions on the list may be named under a name other than the common name of the subdivision (such as builder map name, tract number, plat map, etc.).

If The Complex Is Not Already Approved:

VA approval requires a package of the HOA legal and financial documentation to be reviewed by VA Regional Counsel.   In order to receive approval, all required documentation of the condo project or HOA community must be received prior to review.

For Rush Processing Of Condo Approval:

Expedited processing of condo approval is available through VA Home Loan Centers for a fee of $995.00. This fee may be subject to increase if additional investigations, research or paperwork is needed. To receive approval, you must submit the following paperwork:

  • Assessors parcel number, or tax id number of a unit in the property
  • Common Name of complex or subdivision
  • Street Address of complex

Further documentation may be required. 

VA Home Loan Centers Will Compile The Following:

Legal documents required for approval of existing and new/under construction developments:

1. A cover letter requesting approval.  The letter is to include (a) the name, address and telephone number of the requester submitting the package; (b) address of project (city, county, state and zip code); (c) total number of phases and units in the project (d) If the complex is new or existing, how many units sold.

2. Condominium Certification/Questionnaire addressing status of complex signed by property manager or board member of HOA.  If  unavailable, statement from HOA/property manager date developer turned over all interests to HOA.

3. State Agency Certification of a Condominium Certificate for all completed phases.  In California, this is known as the Final Condominium Subdivision Public Report or FOO Report.  The CA Department of Real Estate (DRE) issues the report.  If the project is located in CA, this report must be received.  NV, AZ and NM have no state certifications.

4. Condominium Plan and Plat maps with County Recorder’s Stamp showing recording date.

5. Declaration of Covenants, Conditions, and Restrictions for Condominium (CC&Rs) with County Recorder’s Office stamp showing recording date.

6. Articles of Incorporation of the Homeowners Association with state seal showing date filed.

7. If the association is unincorporated, in the State of California, it must file certain identifying information with the Secretary of State.  The form for this is a Statement of Common Interest Development (Form SI-CID).) A copy of this form will be required for unincorporated HOAs.

8. By-laws of the Homeowners Association

9. Current Association budget/current financials showing reserve/operating account balances or proposed budgets for new developments

10. Statement signed by a member of the HOA Board of Directors specifying any existing or pending special assessments/litigation affecting the Association or unit.

11. Minutes of the last two Homeowners’ Association meetings held.

Fees for expedited condominium (or HOA community) approval, processing and review are not considered an allowable VA fee and are not refundable if the project is not approved. Although the opinion of counsel is considered reliable, final certification and approval or denial will come from the regional office.

What Is The VAHLC Military VA HAP Short Sale Program?

THE VAHLC HAP military short sale VA loan avoidance program is designed to assist homeowners whose 1) property value is less than the mortgage balance and 2) who need to sell their home. You are not required to have a VA loan or VA loans to qualify.

If you meet the eligibility criteria, you may sell your home and have the United States Department of Defense pay your mortgage balance. The program is designed to assist military and civilian Federal employee homeowners who will suffer a loss when selling their home. This program was expanded in part of The American Recovery and Reinvestment Act of 2009.

Eligibility for the military short sale assistance program:

Deployed wounded, ill, or injured members of the United States Armed Forces and forward deployed wounded, injured, or ill Department of Defense (DoD) and Coast Guard civilian homeowners (including employees of non-appropriated fund instrumentalities) reassigned due to medical treatment or rehabilitation or due to medical retirement as a result of their disability. The disability must be rated 30% or higher. There must be a need to relocate as result of the injury.

Surviving spouses of the fallen. The spouse must relocate within 2 years of the death of the veteran or active duty spouse.

Base Realignment and Closure (BRAC) 2005 impacted homeowners relocating during the mortgage crisis; and

Service member homeowners undergoing Permanent Change of Station (PCS) moves during the mortgage crisis. If you have a change of duty station, you may be eligible.

How does the program work?

Step 1:
VA Home Loan Centers will determine your eligibility in the program.

Step 2:
VA Home Loan Centers will implement an aggressive marketing campaign. Where possible, VA Home Loan Centers will offer closing costs credits and other incentives to help procure a buyer. If you do not currently have an agent, VAHLC will provide representation for you (at no cost to you).

Step 3:
Upon an accepted offer, VAHLC will prepare and process the request for assistance. The escrow will close the same as with any other escrow. Any shortage of loan payoff, closing costs, or commissions will be paid for on your behalf.

Is there a fee for this service?
There is no cost to you (the homeowner) for this service. The listing agent agent involved in the transaction will however, have to provide a capital contribution.

Will this impact my credit or security clearance rating?

No. Unlike a short sale or foreclosure, there will be no impact on your credit report. The loan shortage is paid in full.

How is this different from a foreclosure or short sale?
Unlike a short sale or foreclosure the program will pay your loan off in full. Also, you will be eligible to purchase another home upon the completion of the sale. With a foreclosure or regular short sale, you will have to wait before you can purchase again.

How Long Will It Take To Buy A Short Sale?

If you are in the market for a home and are considering a short sale with multiple lenders/lien-holders you may want to prepare yourself for a long process.

As a result of the recession, many homeowners who are facing foreclosure owe more than their home is worth. When these homeowners need to sell their property, the best option (and in some cases the only option) for homeowners in this predicament is a short sale.

A short sale is where the home owner sells their home for less than the amount that they owe. The negative equity is assumed and/or written off by the lender. In doing this, the homeowners bad debt can be erased. This is advantageous for the seller in that they do not have a foreclosure on their credit report and they are able to stay in their home for a while without making a payment.

In many cases where there are several different lenders, the short sale process can take up to 12 months. This is caused by the multiple negotiations between the lenders, escrow and the Realtors. Depending on when the buyer makes an offer, they may find themselves in for a long wait.

To make matters worse, some short-sales will never close escrow due to a variety of reasons (mistakes, loan denial, contract cancellation, etc etc).

Although they can be quite a quagmire, the buyers that have good timing will discover that short sales can provide deep discounts and overlooked value. In fact, short sales are so notorious for value, many investors are leaving the stock market, specifically opting to invest in short-sales and foreclosures.

The reasons for this are as follows:

Many short sale, pre-foreclosure properties are in need of updating or have deferred maintenance. An outdated kitchen or bathroom may not be appealing to many buyers. If the home is located in an area where first time home buyers have several options, they will most likely choose the newest and/or nicest home available. Properties that need updating are often sold for less than they would be if they were updated. Investors look for these types of homes because they can fix and flip the home.

The lenders that make the final sales price decision are often motivated to sell short sales at below market pricing. When a property is on the market for an extended period of time, the lien-holder will often lower the net payoff. This in effect can lower the price of the home. Because some short sales will take 12 months or longer, it is not uncommon to see short-sales with substantially lower prices than what the home was originally listed for.

Buying a pre-foreclosure home can be a great investment. Cash investors are not the only ones able to purchase homes to fix and flip. VA loans are also being leveraged to purchase short sale homes. The requirement for a VA loan is that the home must pass VA inspection prior to the close of escrow.

The VA Loan Home Inspection Requirements

Before guaranteeing a loan, the United States Department of Veterans Affairs (VA home loans division) wants to ensure that the home you wish to sell or buy is a worthy investment. Part of ensuring this is by performing the VA home loan inspection. This mandatory inspection is an appraisal and visual inspection combined. It’s purpose is to to check for any damages or defects in the home that lower its overall value or risk the safety of its occupants.

Some examples of these types of defects are broken windows, lack of proper heat, unsafe electricity, holes or damaged roof, termite infestation, non-functioning plumbing, etc.

The safety and security of the VA buyer is written into the Code of Federal Regulations. The intention of the VA loan was to provide safe and easy access to homes returning form World War II.

These habitability elements require the home to be safe, sound, and sanitary. The safety aspect of the inspection is not only for the safety of the buyer and their families but also the safety of loan providers as well.

In order to pass the VA home loan inspection, it’s important to abide by the guidelines set about by the U.S. Department of Veterans Affairs.

As of now, there are no detailed guidelines that require a specific defined condition of the home. The home should, however, be up to date with standard building codes as well as federal regulations and guidelines set by the U.S. Department of Housing and Urban Development. Below we will examine the 5 most common reasons a home will fail the VA inspection.

Heat

Heat is an important element of these inspections. There must be an acceptable and efficient source of heat for the home. This means the heat must provide comfortable and appropriate living conditions. If the only source of heat in the house is a wood-burning stove, it must be complemented with an alternative system that can maintain a minimum of 50 degree temperatures in the plumbing areas of the house.

Windows

Electricity is another element to be taken seriously by VA lenders and home-buyers. All homes must provide acceptable electricity for lighting and must have proper equipment for doing so.

Roof Leaks

VA home loan inspectors will also check carefully for any holes in the roof that could lead to leaks and other defects that can severely damage and reduce the quality of a home. It is important to properly patch up any holes in the roof if you want to pass the VA loan inspection.

Loan underwriters will also require a termite clearance. Termites can eliminate your home’s candidacy in the VA loan program. The seller of the home must provide section one termite clearance and, in many cases, section two as well. As a seller, it might be a contingency of the contract to go the extra mile by making the required guidelines and repairs set about in section two of the termite report.

Any violations of these guidelines can result in the disapproval of the home’s acceptance in the VA home loan program as well as a full refund of the buyer’s deposit in the event that a defect is found after inspection.

What to do if the report requires repairs:

The seller is responsible for all costs and liabilities of completing the required repairs as reported on the VA home loan inspection.

If the seller does not make the required repairs, the buyer may cancel the contract.

Who Pays If The Home Is A Short Sale?

Often with short sales, the owners lien holder (bank or banks) will allow a credit for VA required repairs. If this is the case, the seller will not have to personally pay for the repairs as they will be billed to escrow.

Passing a VA home loan inspection is not as difficult as most agents and sellers believe. As long as the home is in decent condition, it should be easy to receive VA approval.

How To Get A VA Loan With Bad Credit

Contrary to popular belief, VA loans for those with bad credit are actually easy to qualify for if 1) you have no outstanding collections, 2) no outstanding judgements, 3) stable income, 4) a median credit score of 620 or higher. This is because VA loans were designed to be a benefit to the borrower.

The VA Home Loan Program was created in 1944 as a thank you for service personnel returning from World War II. This home loan guarantee is designed to make buying a home easy, affordable, and safe.

The “easy” part of the design is to make the loan accessible to borrowers with less than perfect credit.

One of the main purposes of the program was to cut the common hassles of obtaining a home loan such as good credit, down-payment, closing costs, etc.

Many veterans who have spent time overseas lack positive credit. Others lacked the funds for a down-payment. To change this, the government found that one of the best way to assist veterans after their completed service was to help them get a farm or a home.

VA loans bad creditA few changes have occurred over the years, including an increase in the amount veterans may borrow and the ability for active duty to apply to get a VA home loan.

The maximum $0 down loan limit currently varies between $417,000 to over $625,000 depending on what county you plan to buy in.

The VA Loan Program gives lenders the assurance that the loan will be paid for and gives veterans the support needed to obtain a house.

The credit needed to obtain VA loans is determined by a few key factors. The most important of those are satisfactory payment history, and present and/or anticipated income. This means that your income needs to be stable and enough to cover all current bills, give you enough disposable income to meet the VA standards for cost of living plus the additional VA loan mortgage payment.

Stable income is equivalent to 24 months of consistent employment. If the time of employment is less than this, the underwriter will have to evaluate the probability of your future employment. In most areas, the FICO Credit Score must be a least 620.

However, there are VA loans for some borrowers who have no credit score or even a score less than 620. If you are without credit, qualification is determined based on past payment history of rent, car insurance and other regular monthly expenses.

To be deemed a borrower with satisfactory credit a number of factors will be analyzed. Over the past year, you may not have made any late payments. If there are any unpaid or untimely debts, your credit may be deemed unsatisfactory.

Late payments however, will not result in an automatic denial. If you have a special circumstance, this rule can be forgiven. If you have any open collection accounts you may still be considered eligible, as long as there is a timely payment plan in place. If you are participating in a Consumer Credit Counseling program or are in a Chapter 13 bankruptcy, in lieu of negative credit ratings, this actually can be a positive factor. The important thing is that you are currently on a regular, consistent payment schedule, and those payments are being made on time.

In regards to a Chapter 7 bankruptcy, if it has been over two years since the bankruptcy was discharged or forgiven, the bankruptcy will not play a factor in determining satisfactory credit.

As mentioned before, a Chapter 13 does not have to be discharged, and you may still qualify even in Chapter 13 bankruptcy, as long as you repaying your debt as agreed.

Also, it will not count against you if you filed bankruptcy due to circumstances out of your control (such as a medical issue not covered by insurance).
